Frank Giglio filed a complaint in cleveland nothern district  district federal court with guy's help and an attorney coaching frank many years ago-

frank sued the city etc. for  his civil rights being violated-

franks complaint was  pro-se (self representation) and a poverty affidavit filed stating frank couldn't afford the court cost

franks complaint was dismissed as frivoilis

which was a legal way of not  having franks complaint served  on the  defendants and franks poverty affiadavit not honored

i filed a lot of cases in federal court pro-se poverty affidavit also and when the court thought my case was to controversial  meaning to expose an injustice to myself and the public - the court dismissed my cases as frivolis - the random draw of judges

although judge bell and judge lambros and another judge where great in honoring my poverty affidavit and serving my complaint to the defendants with judge lambros i sued the fbi irs attorney general social  security usda and many more - when i sued the cia and military intell and the branches or the military judge lambros dismissed my complaints as frivolis - so i could sue domestic goverment agencies buit when i sued the others (you get it)

judge lambros was the judge when i filed the only objection to the pick and pay fazio price fixing cases as organized crime in cleveland fixed the price of our food - i received the most death threats from that case - i won and the good judge ruled the 20 million dollars in coupons could be used redemed  for pet food also which was my objection that the goverment didn't include price fixing pet food - the goverment wanted 120 million penalty - and someone came up with coupons that was sent to 1 million homes - the price fixing of every thing is alot worse and food especialy

judge bell was the greatest human being i have ever met that was in power and anyone that met him thought the same - if all judges where like judge bell this would be a perfect world - in other words if franks complaint was assigned randrom draw to judge bell frank would have won and we wouldn't be here-

i had a full trial suing the general service administration and i won and i had yogis predisasor rusto service canine in the court room

franks case  was a well stated case and typed

i have a copy and i looking for it

or someone can go to the court house and look up the case and copy it

i read that pro-se cases are treated much better

Pro Bono Civil Case Program Local Civil Rule 83.10 Assignment of Pro Bono Counsel At the discretion of the judicial officer, counsel may be assigned to represent a pro se litigant in a civil case pursuant to the Court’s Pro Bono Civil Case Protocol. Assignment of counsel is not a right of a pro se litigant but may be utilized in those limited cases where the judicial officer believes such an assignment is warranted. Pursuant to the Protocol, a judicial officer may instruct the Clerk’s Office to select counsel  with experience in the subject matter of the case from the list  of attorneys who have volunteered to provide Pro Bono services. The Court will reimburse assigned counsel, pursuant to the Pro Bono Civil Case Protocol, for certain expenses incurred in providing  representation up to $1,500. Court-appointed pro bono counsel may, upon a showing of cause, be exempted from electronic public access fees when acting in the matter to which they were appointed. Pro bono counsel who desire to be exempted from EPA fees when acting in the matter to which they were appointed should set forth their need in writing (including the case number and caption of the matter in which they are serving as pro bono counsel) to: Geri M. Superior Cleveland, OH 44113   Pro bono counsel will not typically need a waiver of EPA fees, however, since, as counsel of record, they will be entitled to one-free look at each document filed in the pro bono case and will have the opportunity to print and/or save the documents at the time they are first viewed. Moreover, fees to access documents are among the expenses that are reimbursable up to $1,500 under the Northern District of Ohio Civil Pro Bono Protocol. Nevertheless, it may be beneficial to seek a waiver when total expenses for the pro bono case, including any electronic public access fees, are likely to be in excess of $1,500. It would also be beneficial to seek a waiver when pro bono counsel needs access to documents from other cases to assist in the pro bono representation.
