re: quest, inc., a religious non-profit community organization seeking reinstatement into the cleveland foodbank and usda programs.
dear mr. worley:
as a person who is well acquainted with the work of quest, inc., i am writing you urging the reinstatement of quest into the foodbank and usda programs.
the former executive director, mark armbruster, may have thought that he was correct in suspending quest, inc. from the foodbank programs. the truth of the matter is that mr. armbruster suggested to rev. guy black that he sponsor community groups into the program, that he receive reimbursement for the food donated to them, and that rev. black turn over this collected money to the foodbank as many other member agencies are doing (according to mr. armbruser). rev. black has a tape of his conversation with mark armbruster.
nazareth christian fellowship was the only sponsored member that reimbursed quest, inc. at the rate of $.11 per pound. nazareth also came to the foodbank premises with quest, inc. to pick up their food supplies in which mark armbruster and other employees of the foodbank participated.
the other sponsored members, pilgrim churh, tremont neighborhood opportunity center, cleveland police dare unit, st. herman's hospitality house, habitat for humanity, and others (copies of letters attached) did not reimburse quest, inc., but they were in dire need of food supplies.
quest, inc. is now mainly distributing unprocessed organic foods, and quest knows that the foodbank receives some unprocessed whole food and mostly outdated or close to out dated food, and some damaged food and no organic food and quest is interested in distributing the unprocessed food to the needy of the community.
mark armbruster and lou ensel are no longer employed at the foodbank. they both resigned after quest, inc. complained to the board of trustees and directors, elected officials, and the media that quest was considering filing legal action for violation of civil rights, libel and slander, and fraud in refusing to let quest, inc. participate in the foodbank programs.
the department of human services, tefap division, after stone walling, that quest, inc. should be in essence reinstated in the foodbank program to continue its servicing of community needy of the supplies receiced from usda.
in support of quest, inc., we submit that it is a valid religious organization, and that it merits support from the foodbank program for which documetation is enclosed. this same documentation was included in quest's initail membership request for continued participation and reinstatement into the foodbank programs. whatever were the motives of mark armbruster and lou ensel in sabotaging the relationship of quest, inc. and the foodbank, quest does not know nor can it surmise. we trust, however, mr. worley that this is not your intention. quest, inc. does explain that the said arreaage exists from the donations of supplies made to the cleveland police dare unit of 6000 "desert stormmeals", 18,000 mars candy bars, and 5,000 cases of glue for which quest was not reimbursed. quest, inc. was attempting to work out a payment plan, or apply for a foodbank grant to eliminate this arrearage, but mark armbruster suspended quest, inc. before this could be accomplished.
quest, inc. and rev. guy t. black are industries and extremely dedicated about the task of distributing food and supplies to the community's needy, and they are requesting the privilege to continue their work with the needy, and they are requesting the privilege to continue their work with the surplus food program of the foodbank and usda.
