REPORT ON THE PUBLIC MEETING ON THE LORAIN AVENUE REHABILITATION CONSTRUCTION PROJECT IN CLEVELAND, OHIO!
 
The 70 min. long meeting, with over 60 attendees, was held on the evening of Thursday, February 26, 2015 in the Fellowship Hall of the Christ United Methodist Church on West 138th Street.
 
Bellaire Puritas Development Corporation organized the meeting. The Design Consultant (Transystems), Contractor (Vandra Brothers) and Engineers from City Hall were present to brief the audience about the project, the Construction Schedule, and the Maintenance of Traffic. Councilman Brian Kazy of Ward 16 was present and also addressed the audience.
 
The presentation used boards sitting on tripods.
 
PROJECT: The 1.8 mile long project from West 150th Street to West 117th Street, with a construction cost of $8.3 million, will pass through three wards on Cleveland’s West Side: 17, 16, and 11.
 
The work will include pavement rehabilitation, new  -- curbs, sidewalks, and driveway aprons, replacement of existing catch basins, additional catch basins, and ADA (American Disabilities Act) compliant ramps.
 
Streetscape amenities will include decorative colored and stamped concrete amenity strips, trees, pole consolidation, and trash receptacles.
 
About 80 poles will be consolidated. But the project will continue to be littered with poles – a big eyesore.
 
Traffic signal systems at West 143rd. 140th, Fairwood/138th, 130th, and 125th will be upgraded.
 
Traffic signals at West 134th, 134th/Berea. and 120th will be removed because of low traffic volume.
 
The roadway will include one 12 ft. through lane each way and one two way 10 ft. left turn lane. There will be exclusive bike lanes (5 ft. or 6 ft.) for the most part and sharrows where exclusive lanes are not possible. Parking, where possible, will be provided on the north side.
 
 
 
 
 
 
 
 
 
 
 
 
 
 
CONSTRUCTION SCHEDULE: 
Start March 9, 2015. 
In 2015: Work from West 117th to West 140th.
In 2016: Work from West 140th to West 150th.
Completion date: November 15, 2016.
 
MAINTENANCE OF TRAFFIC:
The 54 ft. wide roadway will be divided as follows:
Left to Right: 12 ft. Lane going West, 11 ft. Lane going East, 
4 ft. Barrel Zone, 27 ft. Work Zone. 
The pattern will flip where the work zone is on the north side.
 
 
 
LIFE-SPAN: The rehabilitated pavement is expected to have a life-span of 7-10 years.
 
DOMINION EAST: Will be working on upgrading their gas lines simultaneously with the roadway project. 
 
Q&A: The meeting was dominated by questions/comments from the audience. While the City staff did their best to provide answers  -- not all the answers were adequate. The questions/comments covered the need for bike lanes, volume of daily bike traffic, bicyclists riding on sidewalks, parking, obeying traffic rules, pedestrian crossings, and safety. 
COMMENTS/QUESTIONS: No response was provided to the comments/questions submitted at the last meeting held on September 10, 2014 other than that they had been addressed. However, City officials promised to respond to the latest comments/questions.
