tremont west development corporation "Pop-Up" shops" where does the money go - how much - tremont residents need proof - henry

Following the TWDC Board discussions last evening with regard to leasing out the 2406 Professor Avenue (front office building of twdc)  for "Pop-Up" shops, I was wondering if this would require the organization to obtain and/or make application to the Dept. of Building and Housing, BOZA, or the Fire Department for additional permits/variances/inspections?
 
Would this be considered a change of use/non-conforming use?  
 
Would this effect the Certificate of Occupancy permitted occupancy load  or require further fire preventative safety measures, i.e. (sprinkler system)?
 
What about insurance - who would be responsible for any/all liability insurance?
 
I'm still pondering just how a non-profit community organization open to and for the public would not be required to provide save accessible ingress/egress for the elderly and handicapped? 
 
With the number of discussions that have gone on over the past couple of years on "how to get more residential participation" in the organization as a representative of the community  - wouldn't locked doors and no access be tantamount to a "no-wlecome" mat to many citizens of the neighborhood?

Cosmic Bobbins Pop-up Shop in Tremont

Cosmic Bobbins, "a social movement that happens to do good in the world by producing one-of-a-kind handbags," will be selling its wares out of the Tremont West Development Corporation's storefront from the middle of November to late December.

The company takes paper waste materials from businesses and "upcycles" them into fashionable handbags helping to reduce the amount of waste in the environment and continue the lifespan of the material.

Cosmic Bobbins also has a social mission embedded in its workforce. The workers who make the handbags, called bolsas, are located in Mexico, and they have been involved in the indigenous craft for generations. Cosmic Bobbins allows these workers to thrive economically and share their craft with the world. Alongside the Mexican workers, there is also a force of 38 individuals with cerebral palsy that Cosmic Bobbins has employed to sort paper strips by color.
