A worthwhile project that qualifies for historic tax credits and low-income tax credit - jeopardized by City of Cleveland?

Just who is fudging these notifications?  And, how much is MetroWest/DSCDO slated to receive after the project is completed? I assume sloppy public comment period and notification is just a-okay?
