More REDISTRICTING-prompted by violation of Voters Act

To give you all a update. I had just received a call from Council President Sweeney. We spoke for about five minutes.
 
As of today the Council President stated there are presently three options on the table. Two of the five maps that districted out Councilman Cummins out of Ward 14 are off the table.
 
1) Option one is leave the maps as they currently were voted on with the Hispanic population at 37% or 38%.
 
2) Have Tremont stay the same, divide Brooklyn Center and pick up Hispanic population going west to get as close to 40% Hispanic in the ward.
 
3) Divide Tremont into Three, and Divide Brooklyn Center to pickup the Hispanic population along the Scranton Corridor.
 
Council President Sweeney said more than likely a decision will be made by this Friday and a vote at City Council will take place this coming Monday night. Marty also stated to me he has spoken to Cory at TWDC regarding this matter and is committed to do what is in the best interest of Tremont if at all possible.
 
I will give you a update if I hear anything further from Councilman Cimperman or Council President Sweeney. Just a FYI Councilman Cummins is out of the country for three weeks on a mission from the US State Department.
 
My involvement in sending these emails are strictly to what is best for our communities and have no bearing on organization issues or funding.

Five new maps were shown to Councilman Cimperman yesterday.
 
The answer is yes per Joe. The initial plan was voted on prior to the April 1st deadline, but council can vote again to amend the maps. Sweeney will get the same votes, Council at large gets to screw Tremont.
 
The Board of Elections has issued in writing over 20 concerns citywide that will have to amend ward boundaries by streets here or there. But Ward 14 is back into play and the areas surrounding Ward 14 on its eastern boarders. Apparently per Councilman Cimperman City Council Leadership was contacting in writing again from Attorney Jose Feliciano representing the Hispanic Roundtable Leadership and the Hispanic Community as a whole.
 
Martin Sweeney is now scrambling along with Bob Dykes because the claim is now that the projected numbers by Council and Dykes are even less than projected for the "Hispanic Ward". Council Leadership and the Administration see a disaster on the horizon with a Federal Law Suit against the City tying which could tie up the redistricting in courts for years.
 
Per Joe all five maps show Tremont, and Brooklyn Center completely back into play and changing dramatically than the maps approved prior to April 1st. Some areas on the northern boarder of Ward 14 and Ward 3 change in Clark Fulton SCFBC area too.

All five proposals show Tremont with three Councilmen with Scranton Rd. being the east west dividing line between Ward 3 and Ward 14. Brian Cummins is brought back into the complete eastside area of Scranton Rd. to pick up the majority of Hispanic population. Joe Cimperman would have the westside of Scranton Rd. but the differences in the maps have him going south to different points. So for example depending on what map is now voted to be amended Councilman Cimperman may only go up to I-490 going south only leaving him with a portion of the westerly side of Scranton Rd. For instance Joe said I would have Cm. Cummins and the Tap House would have CM Cimperman. Potentially Joe Cimperman will only have Duck Island and the western portion of the Lincoln Heights Block Club area as Tremont.
 
Depending on what map is moved forward and how far Councilman Cimperman goes south I-490, Walton, Clark the tradeoff is re-dividing Brooklyn Center potentially into three Councilman. Three of the five maps shown even drawing Councilman Cummins House out of Ward 14 giving that area and its surrounding streets to Councilman Cimperman along with a portion of east Brooklyn center.
 
Dividing these neighborhoods based on race is the wrong perspective, Targeting Tremont and especially the Scranton Corridor shows the shortsided side of how bad decisions can effect development and property values. It erodes the public trust, especially from the Hispanic Community.
 
Councilman Cimperman warned Council President Sweeney to possibly expect a taxpayers law suit from stakeholders in Tremont. I would help on this but I do not have the resources any more to fight City Hall with such levels of political corruption. I would hope someone would. This split further erodes funding capacity to organizations like TWDC. How to Council reps fund slivers and gerrymandered swaths of land in Tremont. They can't.
 
This does not even change the western areas and a good chunk of territory redistricted in the SCFBC area will still remain with Councilman Cimperman. This should also raise funding concerns for SCFBC.

I was at City Council Last night along with about ten others from Tremont, Rebecca Kempton from the Clark-Fulton Community and Councilman Cummin's Executive Assistant Johanna Hamm.

 
No vote was taken last night, even though everyone was told a vote was going to take pace.
 
I was just informed that another Emergency Council Meeting is possibly going to be called tomorrow 4/17/13 to vote again on the raping of Tremont.
 
Clarity for all and please go to the Cleveland City Council Website to see the new proposed maps for Ward 3, 12, and 14.
 
 
City Council leadership is trying to tell sources including Tremont West that Tremont will only have two council representatives in Cimperman and Cummins, but this is not true. It is Clear Sweeney, Kelley, and Bob Dykes does not think the HBR area of Tremont in the area surrounding the famed Christmas Story House is in TREMONT. They also feel a swath of land in the Metro North neighborhood south of Burher School along West 17th Street is not Tremont either. This is just clear ignorance. What is clear they put everything back in the alleged Hispanic Ward 14 south of Wade Ave. along the Scranton Corridor but give the area by Burher School with a Hispanic language program to Tony B. 
 
What is also clear with the machinations to Ward 14, Councilman Cummins is going to be very vulnerable to a possible qualified Hispanic challenger. The only name out there at this time is former Councilman Cintron. Do you want a Councilman Cintron back in Tremont? Tremont West will be forced to shudder.
 
These move are backwards-assed for the Tremont Community and the SCFBC areas, will prevent the proper funding and forward momentum from happening in the communities.
 
What needs to happen here first I ask people in Tremont to attend tomorrow nights TWDC Strategic Planning Input meeting. Former Judge Lynn Murray is chairing this event and the Committee creating a new plan for the Tremont Community. She talked with me this morning, we will be speaking about how the redistricting can effect the forward momentum of out community as part of the discussion.
 
It will be at Gruss Hall, 3115 Scranton Rd. at 7pm.
 
What needs to be reconsidered for the continuity of both areas.
 
1st option.
 
Tremont
 
Give all of Tremont per the SPA and TWDC service area to one Councilman (Joe Cimperman)
Give Metro Hospital and West 25th back to Councilman Cummins (SCFBC area)
Take Councilman Cimperman out of the Southern part of the SCFBC service area and western part of the service area and give this back to Councilman Cummins to give Tremont in full back to Cimperman.
Councilman Branticelli can pick up what he needs by giving him some of Kevin Kelley's Ward and force Kevin Kelley into parts of old Westbrook Ward.
 
2nd option
 
Take Tony Branticelli out of Tremont for the handful of streets assigned and give them to Cimperman and Cummins respectively.
 
I can tell you sitting at City hall last night the majority of these Council Representatives are clueless to how this will effect momentum in Tremont for moving forward, but it will also cause a extreme hardship on the progress of the SCFBC area and the achievements over the past two years in turning that area around.
 
It can force the closing or merger of Tremont West and the complete retro-fitting again of how services are provided in Ward 14 via the SCFBC office. This is all do to the gerrymandering that will effect the CDBG funding. Current levels will not be able to be maintained.
 
Attorney Feliciano is going to wake a sleeping Giant, he lives in a prominent community outside of Cleveland, he is messing with the stability of Tremont, our property values, our progress, for what? His popularity.
 
Everyone needs to let Baker-Hostetler know they will be boycotted and be put in a very bad light. He works for this major law firm. He represents the Hispanic Community like the Elephants and Giraffe's would be the representatives for the Cleveland Zoo.  
 
Hispanics are disengaged in Cleveland, all of their so called leaders live outside of Cleveland. We had 12 years of Hispanic leadership what did that get the Hispanic Community? Ward 14 was then a ghetto. It is finally fighting back, how many Hispanics are leading this effort What is the goal here help the community of have Feliciano be a King maker.  Do you all remember the recall and even former Councilman Santiago calling his own ward a the "Rotten Core of the Apple" Ward 14 including all the Hispanics are really being screwed here too over the Sweeney - Kelley leadership tag team.

It is time Tremont call the mayor let him now he is just as culpable. Stop the rape of Tremont. Mayor Jackson lives in a ghetto so he wants Tremont and its vibrancy to go away and turn back into a ghetto?

 

Also take time to contact the Cleveland Office of the FBI and ask them to look into this matter including the actions of Baker-Hostetler and Cleveland City Council.

Brian Cummins cones back to Tremont south of Wade to Valentine. Lincoln Heights area goes to Cimperman so Scranton Cooridor gets split.
 
Unclear on other issues. Joe Cimperman said he now goes out to West 84th St, changes in the souther boarder to the SCFBC are in play but Joe Cimperman still gets a big chunk of the SCFBC area but it now seems Cimperman is off the West 25th St. corridor until you get to Wade.
 
Bev Wurm has called me very concerned and asking that people should go to City Council tonight to issue strongly against the HBR area to Tony B.
