What is brightest greenest neighborhood recreation, when you are poor and it's 90 in the shade

I saw these kids playing in this public fountain in Glenville, today. It's going to be a long, hot Summer so these public fountains are going to be springing up all over town. While there are some public pools scattered around the inner-city, and water elements in a few parks, urban Clevelanders do not have easy, cheap access to high quality water recreation.
What type of water recreation will we have in the brightest greenest neighborhoods, which will engineer systems for capturing and managing large amounts of rain water for irrigation of local foods. These water systems may be used for recreation as well. Everyone loves to run through sprinklers, as do many plants

Norm--thank you for this great photo of boys...well, being BOYS...Cleveland is fortunate to have outdoor pools--free to residents. But, I will say it here, again and again and again.
We have to enforce standards.
