Cosgrove- and 3025 W 25 update

 In 2013 - Henry Senyak foiled an attempt to get a variance at 3025 W 25 for a tire shop -

1.)    How much is the cost of this demolition and what is the source of the drawn funds?

a. The total demolition cost, including demolition, asbestos survey, abatement, and administrative fee is $28120.44.

b. The demolition is funded by the Cuyahoga County Demolition Fund, Round 3.

2.)    What happens to the property and 12K in unpaid back taxes after demolition?

a. After the demolition, the property will still be owned by 3025 LLC. The property owner will be billed for the total cost of the demolition. If the property owner does not pay the demolition costs, they will be certified to the tax certificate.

b. If the fees and taxes go unpaid, the Cuyahoga County Treasurer can initiate foreclosure proceeds against 3025 LLC to recover the unpaid taxes, demolition fees, and any other fees certified to the taxes.

3.)    What determines this property as a priority for demolition when the Cuyahoga County Land Bank has possession of 3881 West 25th St. - a significant public hazard to the community.

a. Cuyahoga County Land Reutilization Corporation prioritizes demolition of the properties that they own, based on their internal needs. You can contact CCLRC at 216-698-8853 to determine their priority and plan for the building located at 3881 W. 25th.

It is my understanding that you handle the distribution of Community Development Block Grant funds applied towards demolitions in Cleveland.  I sent an email request to Councilman Cummins on 7/26 requesting information about a proposed demolition at 3025 West 25th St. I am fairly confident that the city is paying for this demolition. Councilman Cummins has not responded, but I would like to know from your office:
 
1.) How much is the cost of this demolition?
2.) What happens to the property and 12K in unpaid back taxes after demolition?
3.) What determines this property as a priority for demolition when the Cuyahoga County Land Bank has possession of 3881 West 25th St. - a significant public hazard to the community.

Is this building being demo'd with City of Cleveland funds?  The property has transferred from Sam Khaleq > to family members> and now 3025 LLC > all the while with outstanding tax liens.  If you don't have the information - please direct me to the appropriate city official who can answer the question.
 
9:00 a.m. 2. NW 2016-022: Commercial Building Demolition (C) 3025 West 25th Street Project Representative: Ayonna Donald, City of Cleveland Department of Building & Housing, Demolition Bureau Re-consideration of proposed forthwith demolition of a two-story brick commercial structure that has been condemned since July 2014. Following demolition per City of Cleveland specifications, the remaining land will be cleared, graded and seeded with grass. Item was tabled on 6-8-15 to permit the consultation with the Stockyards-Clark-Fulton-Brooklyn Centre CDC & Councilman Cummins on future re-use of site.

HERE'S The INTERESTING PART OF THE STORY - the building WAS NOT demo'd - BUT the Cuyahoga County Land Bank did wite out $20K in liens on the property before quit claiming the property to the GEORGE GROUP for ZERO dollars - the GEORGE Group (Tony George ) then SOLD the property to James Hunt of the CLE Ohio Properties LLC for $115K.  Can anyone tell me what is really going on here?  I looked this up after Eric Brewer published information about Ayona Donald -now Director of the Cleveland Buildings Dept. Ayonna Donald, then at Board of Zoning Appeals,  and Cosgrove, then at Community Development, were my points of contact. 

In 2013 she transitioned to a paralegal position and then to Demolition Compliance Officer in 2014. In these positions, Ms. Donald has handled legal matters related to inspections, environmental compliance, demolition compliance, and collections.
