Here is a lesson in security cams - if you are going to install them, make certain that they have the resolution to provide effective detail in the blow ups.  The frame above is from this City of Cleveland crime reward link.  The City of Cleveland is offering a $10,000.00 reward.

This scene reminds me of Jimmy Cliff and the movie "The Harder they Come (the harder they fall)". 

When you think about it, many parts of Cleveland are not much different than  Jamaica in the 1972 movie.
