Cuyahoga County Land Bank- DEMAND the REMOVAL of Gus Frangos- President Cuyahoga Land Bank

It's a new day in Cuyahoga County.  Transparency, no more corruption, the end of conflicts of interest, scams, fraud, waste, no more con artists, blah blah blah,,,,,,

If you see it, speak out.   blah, blah, blah,,,,,,

County officials make county employees attend ethics training and the employees must sign a document agreeing to report any suspected abuse; however if a person makes a report involving one of their own, they don't want to hear it.  Not sure how much the ethics training cost the county, but why bother?

I was semi hopeful that the government would put an end to the decades long line of bullshit that we have been fed, but it is clear that the new government is full of empty promises. 

I am going around in circles trying to find one competent public official that will stand up and put an end to Gus Frangos' , president of the Cuyahoga County Land Bank, unethical, conflict of interest, fraud, scams, etc....

Gus Frangos is a master con artist and he needs to either step down or be thrown out of office.

As president of the county land bank, Frangos job is to save us from the foreclosure crisis.   Meanwhile, Gus Frangos has had several foreclosure filed against him and his shell LLC's, including one property in which the delinquent property tax foreclosure was granted and is scheduled for sheriff auction on April 8, 2013.

Frangos salary is paid by the collection of delinquent property taxes.   Frangos' numerous shell LLC's are or have been property tax delinquent for years.  Some are still tax delinquent owing thousands of dollars.

The pattern and history of Frango's shell LLCs delinquent property taxes began while he was employed with the Cuyahoga County Treasurer's office - which is in control of collecting property taxes.

There is also history of applying for very high mortgages - way more than the true value of the property - and not repaying the mortgage.  If he paid the mortgage, I was unable to find any release after searching numerous documents.  The other mortgages were not paid until he was forced to pay via foreclosure filings.

Frangos is in charge of fighting blight, boarding-up vacant properties to secure them from crime, demolitions, etc,.  Meanwhile Gus Frangos' numerous shell LLC properties are wide open to crime, unsecured doors and windows, and dumps that look they are in the middle of a war zone.

Frangos job is to keep property out of the hands of out-of-state investors/flippers that are hungry for cheap property and the chance to make a quick profit.  Meanwhile, Gus Frangos is literally giving or nearly giving numerous properties to out-of-state FLIPPERS via the land bank.

Frangos is supposed to screen potential buyers to check their history; however when I performed a two minute search of my own, I found the rules were not being followed and numerous flippers were given county tax payer property.   Several of the flippers worked as a team and met in a coffee shop to discuss their scam.

Frangos was also supposed to check to see if the potential buyers had a history of owing delinquent property taxes prior to giving them land bank property; however Frangos failed to check out the buyers.  Several properties were given to a LLC in which the incorporator and agent for the self-created LLC owes Cuyahoga County nearly $10,000 in delinquent property taxes.  This flipper sold the property within two hours after receipt of the property from the land bank for a profit of over $60,000.  His delinquent property taxes remain.

GUS FRANGOS HAS TO GO.  Frangos must be held to a much higher standard and his behavior is unacceptable.

Gus Frangos can not be trusted and is a threat to all of Cuyahoga County property.

This complaint is now in the hands of Nathan Kelly, Chief of Staff for Economic Development ; Pernel Jones, Jr., Cuyahoga Councilman ;  Mark Parks, Cuyahoga County Treasurer.

The world is watching to see if these folks make the right move.  Contact them and encourage them to make the right decision.

Housing Court Complaints: GUS FRANGOS....PIANKA=FINES

Have you filed these photos and complaints with the City of Cleveland Building and Housing Dept which is complaint driven? Perhaps Judge Pianka would be interested in this case......at the local level....Perhaps GUS FRANGOS could get FINED just like all the regular citizens and banks.....enough to put his paycheck into check....?????

Previously, county treasurers sold tax certificates to private parties for the amount of the
delinquent taxes.

60 Under the changes in the Land Bank Bill, CLRCs essentially would purchase
tax certificates, individually or in bulk, instead of county treasurers offering them for
sale to private parties.

In this way, the Land Bank Bill allows for the public use of an existing
tax and prevents tax liens from being sold to speculators. Under the funding mechanism
for CLRCs established by the Land Bank Bill, no new real property taxes or assessments are
imposed on punctual tax payers.
It is important to note that tax lien speculators do not capture all interest and penalties
from delinquent property taxes. Some of these revenues flow to and are used by municipalities.
Under the Land Bank Bill, municipalities will continue to receive the principal value of
delinquent real property taxes and assessments. The penalties and interest, however, will
now be redirected to CLRCs.

Gus Frangos , aka CON ARTIST, has been getting away with this for years.   As a councilman,  employee of the Cuyahoga County Treasurer's office, and now as con artist in control of the land bank.

Collecting a big fat paycheck via the collection of delinquent property taxes and not paying his own property taxes on several RENTAL properties hidden behind LLCs.  Owing tens of thousands of dollars in delinquent property taxes.

His property is the worst blight in the county and simply overlooked.  He owns approximately 7 houses in one area - which has caused blight in the entire neighborhood since his numerous properties are all in one area.  It looks like a war zone and is much worse in person than the pictures.  Several vacant houses with doors and windows wide open.  Dangerous properties with ceilings and floors caving in.  If a child happened to wander into one of the vacant and wide open properties, the chances of the child falling thru the rotten floor or having the ceiling fall on the child are very high.

Frangos claim that he needs more money to demolish vacant property as one single vacant home has an effect on the entire neighborhood, yet he has destroyed an ENTIRE NEIGHBORHOOD.

Gus Frangos hired agent, Ladon Ruffin, had his property taxes overlooked for years also.  The property taxes were delinquent for years and the Cuyahoga County Treasurer's office NEVER picked and chose Ladon Ruffin to be sold out to predatory tax lien investors either.    It wasn't until the new administration came in that Frangos, Ruffin and many others connected to Frangos - including Gus Frangos's brother Lou - were finally sold out.

The Cuyahoga County Treasurer's office - where Gus Frangos was employed - had the sole ability to pick and choose which delinquent  tax property to sell to the predatory tax lien collectors.  The county treasurer picked and chose little people that lacked the ability to fight back.  Homeowners that owned their houses for decades lost their property for petty amounts of delinquent property taxes.  They lost their HOMES - not rental property such as Gus Frangos slum property. 

Gus Frangos and his connections were never sold out for delinquent property taxes.  I suppose if I were Gus Frangos, working in the county treasurer's office- in charge of picking folks to be sold out to predators - I wouldn't sell out myself, partners, family, or friends either.

As I said, THE WORLD IS WATCHING to see how this serious issue is addressed. 

If those that have the ability to get rid of Gus Frangos choose to play politics and not address this very serious issue,  they will be embarassed and look like assholes.

I will keep posting on realneo on a very frequent basis to spread the word.  I also post links on Facebook and ask friends to share and spread the word- and their friends.  I will go on every single website that will allow me to post information and continue to spread the word to every single person that I can.  Those that have attended land bank conferences from different states sign in and also include their email address, and a copy of this sign-in sheet is on-line.  I have already printed copies, so no need to remove it.  I will send emails to the hundreds of attendees with links to various blogs.   I am working with a local reporter and hope that he will cover this issue.  All of the other local media, Plain Dealer, Scene, Local News stations, etc., have all ignored my requests and are covering up this issue.

I have a friend that owns a business near the Zoo.  He has a billboard with lots of traffic and told me that I could use it FREE for 90 days.  My friend's business partner is in the graphic business and will donate the signage.

This complaint is NOT GOING AWAY.  

I have a lot of energy and this will be the biggest social media war ever.  The research was the hard part, spreading the information like a wild fire is easy.  Click, Click, spreading is done.

This is not a threat, but is a PROMISE.
