 This is how NEO should be run - zero tolerance - just like with the cops on the streets of Cleveland and East Cleveland.  Shoot to kill.  

Ask questions later.

Kill first. Kill right now. 137 shots, in an event starting at the Cleveland Justice Center, leading to all 13 sickos now out on paid leave.  

Proof of the theorem: The asylum is run by the damned.   This recent Cleveland fusilage is merely a lead slug version of the Kelly Thomas murder in Fullerton, California.

But actually Mayor Ford has had many opportunities to correct his gaff, however his DSM5 ego problems wouldn't let him see reason. 

What if we had this type of Ethics rule in NEO?

Tim Haggan would have been out of his Commissioner's job for advocating a billion dollar scam for his friend Chris Kennedy.   There would be no wasted MedCon.

Maybe ex-mayor Rob Ford should come to Cleveland and run for Mayor here!

when police face death every day and one of their fellow brother-sister officers is shot at and the police radio is voicing "shots fired at police" the family of police come to their defense -

just like most civilians would do if they got a call that one of their family members was-is being shot at -

 137 shell casings and all 13 cops let loose and no dead person's gun found.

This cadre of white Cleveland cops may not be the serve and protect type.

There will be a federal investigation of this event, I suspect and hope.
