I've never thought about assigning moral responsibility to a "city", en mass, but in this case and in Cleveland it is safe to say what happened was the fault of enough city leaders and staff that it was an act of the City of Cleveland, and Clevelanders elected the people who are responsible, so Clevelanders are ultimately responisible, and it is safe to say the City acts against Frsank G... many acts... were morally wrong.
What troubles me is it appears illegal things were done by the city and I don't see signs of criminal investigations... but then they haven't named that second building inspector, etc... all in due time.
