Can anyone think of a reason why Case Western Reserve University would not pay its property taxes for this parcel, going back to 2007 - I believe it is the Triangle property, at the corner of Mayfield and Euclid, which is considered one of the most important development locations in the Midwest, which has received lots of charitable and community support for redevelopment as MOCA, the CIA expansion site and some other plans by Ari Maron. For the time being, there is nearly $300,000 owed the citizens in taxes, interest and penalties going back to 2007. Why do I have a feeling this is a case of government-enabled intentional tax-evasion in process. Sort of like writing off power plants and parking lots as charitable endeavors. Time to landbank and demo this board-up! Send the bill to Robert Brown, Treasurer, Case Western Reserve University... you'll find him a few blocks away burning coal over at the Medical Center Company steam plant where he is Chairman of the Board - or send the bill to the White House c/o Senator Sherrod Brown... I suspect he'll get the message through. Something tells me citizens need to audit all the property in University Circle and environs owned by all University Circle related stakeholders... just glancing around, I've come across quite a few surprises...

Who gets Plymouth Parked...??
Lily--I called the PD yesterday (I try and call at least once a week--to Mark Puente, Gabriel Baird)...I always get voice mail, so I tried Peter Krouse, who is also covering some of the Board of Revision stories...I asked him to determine how certain folks get "Plymouth Parked" and others get away with years and years of tax delinquencies.....
I asked him to find out why this landlord-- "Lucky" Ogor....gets away with tax delinquencies on his multiple section 8 properties....
He is current on his Beachwood property...where he evidently lives.
The lien enforcement inconsistencies that exist in NEO are confused by the two types of foreclosures found in NEO--mortgage foreclosures and tax foreclosures.
The great attention focused on mortgage foreclosures obscures the real tax foreclosure tragedy--liens cashed in on folks who own their homes outright with no mortgage but with small tax delinquencies.

You would think that the Treasurer's Office would work with individual property owners to find a way to use the equity in their homes to KEEP their homes. But, that has not been the policy.
The process of "mining" tax delinquencies for investors and developers has another seedy component. Some properties impede larger development potential and need to be demolished for the larger development scheme. This is where demolitions at tax payer expense are used to clear the land and then those liens are selectively used to capitalize on the acquiring the property (as in the case of Frank Giglio) and then selectively forgiven once the property has transferred...

Further complicating the great tragedy here? How many of the multiple rental property owners in NEO picked up their properties through Plymouth Park Tax Service sales and are now delinquent on their own tax obligations to the municipalities in Cuyahoga County?
In other words: Is Lucky just lucky? Or did he get his properties through tax lien sales?

The county officials and their friends have no financial benefit in helping families. In fact, they did just the opposite:
Accelerated Foreclosure Cases Filed
The program stems from a new state law that allows counties to bypass the normal court process and carry out a foreclosure administratively, reducing the time it takes to foreclose from two-plus years down to as little as three months.
Rokakis says the program only applies to homes that are tax delinquent, abandoned or vacant.

Board of Revisions-Government out-of-control
Instead of going through the courts, qualifying cases will go through a board of revisions. In many cases, Rokakis says, the board will skip putting properties up for auction and instead turn them over to city land banks and non-profit development corporations.
In as little as three months...90 days...of delinquency. You own your home? Think again...
What if the City decides they don't like your front lawn...and they send folks out to cut the grass...lien attached...

Other sources illegally avoiding taxes tends to drive the law abiding taxpyer rates even higher.

2005-2006 Changes....from entirety to individual units?
I don't know about the 2005-2006 changes...but they are pretty obvious.... And this is just one of the many parcels associated with Stonebridge Development!!! God Bless them corrupt guys!!! Can the poor folks get places to live down there since all the rich folks seem to have exclusive rights to these kind of gentrified locations for such cheap rates? Heck, I couldn't even get my property value down less than $35,000 with these predatory, inflated opinions by Cuyahoga County Auditor's office appraisals---and it was vandalized!!! HOW COMICAL....My salute to the well connected of Cuyahoga County who've lived large while the inflated taxes of the poor have empowered you to live well...

Tax abatements?
The condos are probably tax abated for new construction.
I was working on a similar case a few weeks ago and called the auditor's office for clarification.
New construction is tax abated as to the structure, but the owners are taxed on the land itself.
