There must be a separation of "powers" of the elected  representative, and the board of trustees that the director of the CDC report to. I can say I was happy to see the great turnout at the book release party on 10/14/2010 at Cleveland Public Art.  Many, many copies are available of this design primer, which should be handed out to our schools, and on buses, and dropped from airplanes :)
