 Why is the Cuyahoga County Land Bank able to make the decision on who gets what property in Cuyahoga County?
 
Why can't HUD sell the property on their own -and  recoup some of the loss - instead of giving property to the land bank so the land bank can GIVE AWAY the property to a select few?

Why would Gus Frangos basically give two properties to Marvin Stover- at a loss?

Why would Gus Frangos- via the Cuyahoga County Land Bank- give Marvin Stover this house?
