Cuyahoga County Officials look the other way while AEON FINANCIAL tax lien thieves ROB property ownersSubmitted by Gone Fishin on Wed, 01/09/2013 - 22:14.
STOP THE PROPERTY TAX FORECLOSURE THIEVES Cuyahoga County officials have FAILED to address the very serious issue of property owners in Cuyahoga County losing their property via delinquent property tax lien foreclosures. County officials have FAILED to address the FACT that Aeon Capital Source Bank has ripped off Cuyahoga County by NOT timely paying their own property taxes after foreclosing on others for failure to timely pay property taxes. According to county records, Aeon Capital Source Bank owns 243 properties in Cuyahoga County obtained via delinquent property tax lien foreclosures. Nearly every single property owned by Aeon is on the east side of Cleveland, East Cleveland, and minority concentrated eastern suburbs. Aeon purchased thousands of tax liens from Cuyahoga County in 2008 and has filed hundreds of tax delinquency foreclosures. Aeon is DELINQUENT with paying their own property taxes - for years - and now owes Cuyahoga County more money than the actual homeowner that lost their property in the first place. Aeon owes Cuyahoga County $635,818.88. Meanwhile, Cuyahoga County officials look the other way and continue to allow Aeon to foreclose on property owners in Cuyahoga County while Aeon refuses to pay their own property taxes. Aeon owes Cuyahoga County more than $600,000 in property taxes, yet county officials continue to allow Aeon to foreclose on others for being tax delinquent. Several properties have demolition fees, board-up fees and grass cutting fees. Nuisance violaton complaints were filed in Cleveland's Housing Court. Aeon also sold several properties without first paying their delinquent property taxes and those properties remain TAX DELINQUENT. Not one cent paid in property taxes by Aeon or by the new owner of the property. I have not found one single civil case filed by county officials relative to Aeon paying their delinquent property taxes. In fact, I have found a couple cases in which Aeon is suing Cleveland over nuisance abatement issues, search warrants and demolitions. Aeon is currently under a massive investigation. The D.C. Office of Attorney General has also sued Aeon for fraud, inflated fees and misrepresentation in ALL of the tax lien transactions from 2008-2009. Cuyahoga County officials sold tax liens to Aeon during the 2008-2009 time period. Cuyahoga County property owners are all victims of this fraud. I have provided federal officials with documentation of my complaints made to county officials almost two years ago and have included the tax delinquent issues in Cuyahoga County that were ignored. Same exact issue as Plymouth Park Tax Services foreclosing on property owners in Cuyahoga County and NOT paying taxes- for years- while county officials looked the other way. I reported on Aeon's failure to timely pay their own property taxes on August 4, 2011 and NOTHING has changed. In fact, it has gotten much worse. Do county officials really believe selling delinquent property tax liens is a solution? Are county officials not competent enough to understand they are adding fuel to the foreclosure crisis???? According to Aeon, their goal is not to own houses as they would have to pay taxes and upkeep of the property. Aeon has done neither. National attention is forthcoming on this serious issue that I have repeatedly addressed and county officials have repeatedly ignored. National embarassment will soon be brought to Cuyahoga County. The embarassment is WELL DESERVED.

Second Tax Lien Company- under investigation
Aeon CapitalSource Bank - a delinquent property tax lien service - is now the second tax lien company in which Cuyahoga County officials have contracted with that is now under a massive investigation for fraud, inflated fees and misrepresentation.
County officials have only worked with a select few companies when selling tax liens. Out of the very few companies, two have now been implicated in criminal behavior.
Plymouth Park Tax Services admitted their guilt, paid millions in a settlement, and officers of the company were sentenced to prison.
Now Aeon is under investigation for the same issue.
Aeon doe NOT pay their own delinquent property taxes in Cuyahoga County after they foreclosed on property owners for doing the same damn thing.
Aeon owes Cuyahoga County $635,818.88 in property taxes.
Cuyahoga County officials and the Plain Dealer are silent on this issue.

Cuyahoga County taxpayers, get ready to add another 220 properties to the county's landbank. Expect to lose over 1/2 MILLION in owed property taxes and expect to continue to maintain all of the 220 properties.
The officials that are attempting to "protect neighborhoods from the foreclosure crisis and keep property out of the hands of risky, out-of-state investors who fail to maintain their property and pay property taxes" are the exact same officials that brought out-of-state investor Aeon to Cuyahoga County via the delinquent property tax lien sale in 2008.
Aeon is not only 'risky' , but they are under a massive investigation and also have been sued by D.C. Attorney General for 'price gouging' and other charges.
We have already been paying for grass cutting fees, demolitions and board-ups relative to numerous Aeon owned properties.
Aeon's properties have been declared public nuisances and some were already demolished.

Brace yourselves for yet another delinquent property tax lien sale in Cuyahoga County in MAY 2013.
It appears that Cuyahoga County is still struggling to understand the aftermath of these tax lien sales.
One of the bidding requirements is " The purchaser can not bid if they own any property in Cuyahoga County with delinquent property taxes."

Woods Cove LLC - delinquent property tax lien investor 2011
Woods Cove LLC - the latest investor purchasing delinquent property tax liens in Cuyahoga County in November 2011 - has wasted no time in filing delinquent property tax foreclosures in Cuyahoga County.
Woods Cove is another aggressive predatory tax collector. Just after the one year wait period, Woods Cove LLC has now filed 453 property tax foreclosures in Cuyahoga County.
Woods Cove LLC - formed by an anonymous group of investors - is using a P.O. Box in Beverly Hills, California.

Woods Cove II LLC - a Delaware Corp from California in Ohio?
Selling bundled tax liens for far less than face value to anonomous out of state investors seems like the perfect way to destroy a community.
Instead of offering a reduced tax lien to the present occupant/owner, what this cruel system does is almost guarantee that the home will be abandoned.
Thus, instead of invigorating the community, this tax lien sale scheme may provide a small short term cash inflow for the munical school and other employees,
but the scheme simultaneously guarantees that the community tax revenue intake will in the span of a year or two will diminish as home after home is abandoned and demolished.
How does one know that there are not hidden local persons behind this Delaware Corporation?

It is interesting to note that the lien purchaser, Woods Cove LLC, is protected in the contract against demolitions.
In Section 4.3 Demolitions, the agreement specifically states, " In the event a certificate parcel is demolished by act of any city or county governmental agency within the first 24 months after closing date, through no fault of purchaser, servicer, successors or assignees, seller shall repurchase the lien from the purchaser in accordance with O.R.C. Section 5721.34."

If they are aggressive enough to force a foreclosure and transfer the deed to their tax lien company, they get what they deserve. If the property requires demolition, that sounds like a personal financial problem to me and not an additional financial problem for taxpayers to foot the bill for the demolition, lost taxes, grass mowing, and all the other fees tacked on by the county.
The county agrees to repurchase the lien from the company if the property requires demolition with 24 months. So taxpayers will also lose the initial money in which the tax lien company paid the county in the first place- and pay for the demolition.
I follow and research tax lien foreclosures all across the country. Many counties have realized the danger of dealing with the predators and attorneys general have stepped in several states to protect property owners from the predators.
National research has shown that selling tax liens is not a solution and only a temporary financial fix for cash strapped counties. The predators target areas in which the housing market has collapsed with the intent of cashing in on the already struggling property owners.
Selling delinquent tax liens to the predators is known as the other foreclosure crisis. Most of the victims are elderly, lower income, and minorities.
They charge 18 % interest and numerous additional fees, such as the following. Most of the property owners do not stand a chance with these predators.

The stretch of property on Cleveland's near west side on Lorain Avenue was once known as Antique Row. It is now Skid Row.

The deadline to pay property taxes in Cuyahoga County was Thursday, January 24, 2013.
According to the county's website, their info is updated 'up to the hour'.
The deadline has come and gone- again - with no property taxes paid by CapitalSource fbo Aeon Financial.
The delinquent property tax thieves have NOT paid their own delinquent property taxes on property obtained via delinquent property tax foreclosure.

Inspection time for Aeon Properties- inspect / report violations
Today a member of the demolition crew and I will begin our inspections on each and every single property owned by Aeon Financial and report our findings to the building and housing department. We will also begin posting photographs to realneo for every single property owned by these thieves.
If you own property, there is a duty to pay property taxes and maintain the property.
Aeon is NOT paying their property taxes, so the chances of Aeon maintaining their property free of building and housing violations is slim to none.

Aeon - unpaid property taxes & grass cutting fees
Several deeds have recently transferred to Aeon Financial.
Despite receiving a loan on 2/14/13 for up to 30 MILLION dollars - using their property owned in Cuyahoga County as collateral- no property taxes or grass cutting fees were paid.

Long term property owners caught in Aeon Financial trap....
The Wiggins family owned their property located at 17214 Lotus in Cleveland, Ohio since as far back as county fiscal office records go - January 1, 1975.
They lost their property via delinquent property tax foreclosure to CapitalSource fbo Aeon Financial Services.
In order to save the family's property owned for decades, the Wiggins family entered into a land contract with Aeon.
The terms are $18,500 for the return of the their family home owned for decades. $8,000 down payment ( which is more than the Wiggins family liens owed to Aeon) and the $10,500 balance due in monthly installments with 8% interest.

Property owners caught in a financial maze with Aeon Financial
The Macon family owned their property located at 17116 Judson Drive since February 25, 1994.
They lost their property via delinquent property tax foreclosure to CapitalSource fbo Aeon Financial Services.
In order to save the family's property owned for 19 years, the Macon family entered into a land contract with Aeon.
The terms are $10,800 for the return of the their family home owned for 19 years. $5,259 down payment ( which is more than the Macon family liens owed to Aeon) and the $5,541 balance due in monthly installments with 8% interest.
Although the recorded land contract would not mention any such fees, I am curious to know the attorney fees involved with the land contracts, filing fees, land contract prepartion fees, etc...

Aeon continues to sell property and NOT pay delinquent taxes
Two more properties recently sold by Aeon. No delinquent property taxes paid after the sale of property by Aeon or new owner:
1. 13901 Bartlett former owner owned this property since at least 1975. Aeon sold for $4,500. Delinquent taxes still unpaid $ 1,540.08

Aeon's law firm address in Chicago is a drop off box at UPS
An investigative fund reporter visiting addresses printed on letters from Aeon's Chicago law firm found it to be a mail drop at a UPS store.
According to Assistant Deputy Attorney General David Fisher, "Aeon's notices to homeowners appear at least, to be deceptive and , at worst, potentially fraudulent."

Aeon receives loan - puts up property in cuyahoga county
On January 9, 2013, Aeon and it's original investor, Capital Source Bank, filed an open end mortgage, assignment of rents, security agreement & fixture filing for a loan not to exceed 30 Million dollars.
Aeon's property in Cuyahoga County is collateral for the loan.
I drove by several properties owned by Aeon and have photos that will be displayed here soon.
None of the properties that I visited are worthy of collateral for anything. These properties are a liability and will most likely require demolition - at taxpayer's expense.
The heat is on Aeon and they are being heavily investigated at this time.
I believe Aeon is going to take the loan and pull a disappearing act.

The issue of delinquent property tax liens and the foreclosure effect on long time property owners is being reported across the country.
Attorneys General and others are investigating this issue in other counties, but not in Cuyahoga County-yet. I am working on this part.
Many counties have quit selling property tax liens after realizing the serious problem with the predators. Cuyahoga County is well aware of this serious issue and has decided to ignore the issue and scheduled another tax lien sale for May 2013.
I am working with two national reporters and other legal aspects.
All of those that have contacted me are mainly interested in one tax lien company - Aeon Financial.
Aeon is much worse than Plymouth Park Tax Services.
I contacted the PD and Scene magazine, but neither will respond or cover this issue locally. Those responsible for this issue have the media in their pocket. My pockets only have lint.
