Question of the Day: Do The Port Authority and the PD Still Have a Long Hard Fall From Grace Ahead, Together?

November 21, 2009, the Cleveland Plain Dealer published a get-out-of-jail-free editorial for seemingly life-term Cleveland Port Authority dictator John Carney, and his board of directors - "A Cleveland Port Authority board already wounded can't afford conflict-of-interest charges -- editorial" - that fully acknowledges "the port is so broke it may not be able to assure continued operations of the Cleveland harbor, much less pay to relocate and expand".

Yet, the PD editors do not call for changes to the current Port Board. Quite the opposite, the PD empowers them to move into the real estate development business... despite their bond rating having sunk near junk.

VOINOVICH ONLY ABSENT U.S. SENATOR FOR BIG VOTE

Ohio’s Senator George Voinovich was the only U. S. Senator to not cast a vote yesterday on moving the historic health care bill. It didn’t make a difference since his would have been the 40th Republican vote against moving the bill to a floor vote.

MMPI GETS MORE; COUNTY SPENDS ANOTHER $600,000 ON MED MART DEAL

Cuyahoga County has paid MMPI another $1,240,799 in addition to the monthly fees of $333,333.33, according to figures from the County Auditor’s department. (Update below).

I find the way MMPI bills Cuyahoga County for its monthly “fee” an example of bad management taken to extreme. The billings tell the County nothing of what MMPI does for its healthy fee.

I guess I’m just stupid. I don’t get it. Cleveland Mayor Frank Jackson wants to tax garbage to raise $13 million a year. Then he wants to tax non-profits to raise $5 million a year.

It has been a year since Northeast Ohio lost our selfless civic activist "Citizen" Ed Hauser, silencing the great voice in the community saying that "The Process is Broken".

November 14, 2009 - the one-year anniversary of Ed's death - a group of family and friends came together on the beautiful Whiskey Island Ed saved, before a late Autumn setting sun, to toast a glorious man, and mourn a most cursed and horrible year in Northeast Ohio without Ed.

What does the dawn hold for this long-suffering region, in the second year without Citizen Hauser?

Busking in Cleveland

On my way to hear the amazing Loung Ung at Cleveland Public Library, I caught a few minutes of Busker Bradley J. on East Fourth St. 

He is scraping by in NEO by playing guitar on the streets.  So far, he has eluded the authorities, and he admits he hasn't checked the cost of a busker license.

See what I mean? Mayor Frank Jackson wants to charge $9.25 a month, or $111 a year, for garbage pickup. Hitting the little guy because he’s afraid of tapping those who paid his campaign bills.

Clevelanders over the years have taken over the Yankees, the Knicks, the Nets, the Rangers, Madison Square Garden. If sports, why not the book industry. Well, not quite that ambitious but Bill Gunlocke who gave Cleveland the alternative paper The Edition, has started a blog and wonders if New York City is really a Book City.

I haven’t read the 300 page plus consulting report on management and efficiency of Cleveland government and I probably won’t. I leave it to others. I know it won’t touch the one revenue source that Cleveland should tap if it had any concern for its citizens. It is out of the question. Won’t happen.

In two days, November 14, it will be a year since Ed Hauser died unnecessarily, for lack of adequate public healthcare in America.

A year ago today, Ed's death could have been prevented, if he had access to better preventative healthcare, along the way... doctors visits, testing, and warning about a broken heart.

PD reports: "Visitors to Cleveland's public swimming pools -- now free -- would have to pay admission if the city enacts recommendations of a consultant submitted Tuesday."

It is not surprising, the release of "Management & Efficiency Study – Cleveland, Ohio" (download as .PDF here) by Public Finance Management seems to have Northeast Ohio leadership heads spinning. At least, that is the appearance from coverage of related news - and lack thereof - in the PD.

Exactly one week after 77% of Clevelanders made Frank Jackson mayor of Cleveland for another four years, the strongly pro-Jackson Cleveland Plain Dealer's City Hall reporter Henry Gomez posted to his blog that a "Consultant's report suggests that Cleveland must cut jobs to remain financially sound". In his article, Henry referred to a 344 page report by Public Finance Management that, beneath all attempts at silver lining, offers chilling analyses of the organization, financial management and economic prospects of the City of Cleveland.

Some highlights of the innocuously titled "Management & Efficiency Study – Cleveland, Ohio" (download as .PDF here) include: "Cleveland faces a drop of over 50 percent in its capital program funding from FY2010 to FY2011; further reductions are forecasted for FY2012 and FY2013", "the City projects a significant budget deficit in 2010 if current spending is not adjusted to match the new revenue reality", and "the City will have to scale back services to which Clevelanders have become accustomed".

Cleveland Browns fans may be angry with Randy Lerner and the Cleveland Browns football team but that didn’t stop them from contributing $10.9 million to help him this year.
